Burglary
A few weeks ago a livery yard in Sussex was burgled and large amount of tack stole. The yard replenished the missing items. However over night 7/8 February the yard was visited again and tack stolen.
After the first burglary a seizure of tack was made by Hampshire Officers and enquiries are in hand with those who it is suspected are responsible. As a result of enquiries many items recovered have been identified.
The fact that has been a repeat victimisation at the yard indicates that thieves are still out there. (They will always be there…..!!) It may be the same thieves or their mates repeating the crime…………………It's an almost a certainty that more tack offences will follow in Sussex, Hampshire and Surrey
You are strongly urged to look at your security. I know I hark on about being responsible for your property, but whilst you are asleep…..thieves are out there……….

RECENT THEFTS
Overnight 30th to 31st January 2005 an isolated stable block was burgled in Prestwood Lane Ifield. The block was not secured and leather head collars and a haynet have been stolen. Police reference 374 of 31st Jan 2005 refers.
If possible take home those items of value that do not have to be left in the stable block.
Overnight 31st January to 1st February 2005 a theft occurred on a farm in Trout Lane, Brooks Green where a green coloured Arbor Eater Brushwood Chipper on a trailer was stolen. Police reference 206 of 1st February 2005 refers.
Please secure items of machinery and immobilise trailers on the farm overnight to reduce the risk of theft.
Quad bike thieves are in the area as a Honda TRX 450 ES quad was stolen from an outbuilding in Tismans Comman , Rudgwick overnight 27th to 28th Jan 2005. Although the quad was chained it is likely that a wooden trailer from the same premises was used to remove to quad to a nearby vehicle. Police reference 191 28th Jan 2005 refers.

NEW AGE TRAVELLERS
Farm & Countryside Watch members are advised that a court order has been granted to remove "New Age" travellers and their vehicles from a derelict building at Mackleys Industrial Estate, Small Dole.
It is expected that the Court appointed bailiff will attend the site at the end of this week to give notice to them to quit.
Whilst enforcement is not scheduled to occur until next week it is quite likely that the travellers will relocate to a new site over the weekend or early next week.
Premises in the locality and neighbouring parishes with hard standing may be targeted by travellers. There are two recent instances where industrial units have been occupied as a squat. Please note that legal action to evict is expensive.
This message is not intended to alarm our scheme members but to provide them with reasonable notice of an increased threat of incursion. Please take simple steps to ensure that buildings and gates are properly secured and if you spot suspicious activity report it to Sussex Police in the usual way.

TACK THEFT – Coulston Nr Westbury, Wilts 170105 12noon – 1545hrs
A tack room was broken into on a private yard on the outskirts of the village of Coulston, nr Westbury. The offenders climbed over a chain locked 5 bar iron gate to get to the stable yard, where they then wrenched off a combination padlock on a wooden door, and gained entry to the tack room.
The offenders stole the following items:
A small red and black Honda petrol Generator.
Brand new 17 ½ inch dark brown Albion G.P saddle and DSH 125cm girth.
5 full size leather bridles, 1 brown and 4 black all with flash nosebands.
1 x Miller bit 2 x Continental Gages 2 x snaffles
1 x brown leather hunting breastplate
4 x black leather running martingales
1 x black leather Abbott Davies
None of the above items have any personal identity marks.
The owner of the yard went home for lunch as usual at approx 12 noon and returned at approx 1545hrs to find one of the horses wondering around the yard, and the items stolen.
This Burglary was done in broad daylight down a quiet country lane. No suspicious vehicles had been sighted in the area during the day.

and bridles etc. A white pick up had been spotted earlier in eve.

SHETLAND PONIES DAMAGED AND TACK STOLEN
Two Shetland ponies in a field in Storrington had their manes and tails cut off overnight between 27/11/04 and 28/11/04. The horses suffered no other injuries.
Also in Storrington overnight between 28/11/04 and 29/11/04 at a farm, a large quantity of tack was stolen. Entry was gained by knocking out a pane of glass.

LOCAL POLICING - YOUR BOBBIES ON THE BEAT
I have recently begun a regular weekly article in the West Sussex County Times entitled ‘The Crime Scene’. The first two items have concentrated on who your local officers are and efforts to combat anti social behaviour. The purpose of this message is to reinforce these articles by giving further details of your local bobbies on the beat.
Since February your local officers have worked hard to develop the Sussex Police Neighbourhood Policing Team (NPT) model on the district. The recent Government White Paper on Police Reform makes mention of the NPT model and it is very likely that this system will be developed across other Police services. The model is based on teams of local officers who are responsible for problem solving within small clusters of parishes and wards. I have received much favourable feedback from communities and individuals regarding this and see it as vital in reducing crime and improving feelings of public safety. Although each parish/ward has a team of police officers, special constables and police community safety officers supporting it, there are within this model three key roles which I would like to explain to you.
Police Sergeant
Each NPT sergeant leads a team that is responsible for localised problem
solving and improving feelings of safety for a number of parishes/wards.
However, whilst on duty the sergeant is also responsible for ensuring speedy
and effective response to calls, quality of investigations and the supervision
of critical incidents across the district.
Lead Officer (Police Constable)
Within their team each sergeant has a number of lead officers who are dedicated
to individual or small groups of parishes/wards. These officers will, whenever
possible, be given the opportunity to attend public meetings, contact communities
and individuals reference their concerns and also patrol on foot.
Police Community Support Officer
PCSO’s spend almost their entire time patrolling on foot or pedal
cycle in order to meet with and be seen by the public. They work with the
lead officers to undertake local problem solving in conjunction with partners
and the public and are crucial in obtaining information about crime and
disorder from the community. For example, they are heavily involved in Local
Action Teams and our constant battle to reduce anti social behaviour. PCSO’s
are able to deal with the following offences:
In the event of a PCSO attending a Road Traffic Crash they have the following powers:
Non-Injury (damage only) – to apply a risk assessment to the situation, ascertain that everyone is injury free, remove obstructions to allow free passage of other road or foot traffic, ensure that all parties have exchanged details, identify any potential witnesses.
Injury Road Traffic Crash – to apply a risk assessment to the situation, ascertain injuries and apply first aid if appropriate, preserve the scene, obtain police and ambulance assistance, establish witness identities, direct traffic accordingly and maintain security around the scene.
Offences for which the PCSO is empowered to make decisions regarding action are:
- Issue of Fixed Penalty Notice ( FPN ) for dog fouling, littering and
riding on footpaths.
- Power to request name and address for FPN offences, and offences that
cause injury, alarm and distress to another person or damage or loss to
another persons property.
- Power to request the name and address of a person acting in an antisocial
manner.
- Power to request a person to stop drinking in a designated public area
and to surrender containers of alcohol.
- Power to confiscate alcohol from young persons.
- Power to confiscate cigarettes and tobacco products from young people.
- Power of entry to premises to save life or limb, or to prevent serious
damage to property.
- Power to seize vehicles used to cause alarm and distress.
- Power to require removal of abandoned vehicles.
- Power to stop a vehicle for emissions testing.
- Power to regulate traffic for purpose of escorting abnormal loads.
- Power to stop vehicles for purpose of road check (in presence of police
officer in uniform only)
- Power to maintain and enforce a cordoned area established under the Terrorism
Act.
- Driving elsewhere than a road for more than 15 yards (Fixed Penalty Notice
or verbal warning)
- Failing to Exhibit Excise Licence (Fixed Penalty Notice)
- Unnecessary Obstruction of Highway (Fixed Penalty Notice)
- Waiting where prohibited (loading and unloading) (Fixed Penalty Notice)
- Limited waiting (Fixed Penalty Notice)
- Parking an HGV on the Footpath or Verge (Fixed Penalty Notice)

You will see from the above table that some parishes have two PCSO’s
who share responsibility for this area. This is to reflect those parishes
which currently have higher levels of crime and disorder. I would emphasise
that the district is a very safe place to live, work and visit however within
the context of our district I am committed to appropriate resourcing. I
have added the mobile phone numbers of each PCSO. These numbers are to be
used to contact your local PCSO to make them aware of any concerns that
you may have regarding your parish/ward. These numbers are NOT to be used
for emergencies or to report crime. Instead, 999 is to be used for emergencies
and 0845 60 70 999 to report crimes and non-emergency incidents.
From time to time police officers and staff move post. It is my promise that when this happens every effort will be made to let local communities and partners know of this.

THEFT FROM FARM STORE ROOM
Sometime overnight 24/11 stock was stolen from a Farm Shop in Turners Hill Road, Worth, the following vehicle/occupants were seen acting suspiciously on the premises at the weekend: WHITE TOYOTA LAND CRUISER index number R456UFC written on side of vehicle GARDEN LANDSCAPING or similar wording. Overnight between 16/11/04 and 17/11/04 fifty assorted crops and whips were stolen from an industrial unit at a farm on Sedgwick Lane, Horsham. Unfortunately this property is unidentifiable and no vehicle was seen.

Everyone PLEASE keep your eyes open for this vehicle - it has been seen around and soon after things go missing. REPORT IT IMMEDIATELY to the police as they have enough on it to stop it and question the driver, help the Police to help us. If it turns up, in or around your area be on the utmost alert and if necessary take your tack indoors.
The first two items below are extracts from an email received by Sussex Horsewatch from one of our members and the last one is from the Police.

Just to inform you, two yards were broken into in Lower Beeding, at the
weekend, (Sat23rd/Sun24th October 2004). First break-in did a lot of damage,
but no tack was kept on site, so nothing stolen. Second break-in, alarm
went off alerting residents on site, nothing taken, as far as we are aware.
The thieves will be desperate now as two unsuccessful attempts. Keep to
an irregular routine, so they never know when you will be around.

28th October 2004. Two more yards broken into last night, in Lower Beeding,
and saddles taken. This time they used an angle grinder to get in through
security locks. This was their second attempt on these yards in 4 days!
When are these people going to be caught. My wife is now scared to be on
the yard at night alone, in case these thugs are around. When are the police
going to do something about this?It happens too often.

SADDLES TARGETED BY THIEVES
This week there have been 3 burglaries to stables at which saddles to the
total value of £13,500 have been stolen.
The first burglary occurred in Ashurst overnight 26 to 27th Oct where the tack room door was forced and saddles and bridals were stolen. Our reference serial 342 of 27/10/04
The second two burglaries were linked and occurred overnight 27 to 28th Oct where a total of 21 saddles were stolen. The offences occurred at two stables near to each other in Cowfold. A particularly worrying method of fusing the flood lights was used at one premises which involved setting fire to the floodlight on the corner of the building. Gates were lifted off hinges and cutting equipment was used on padlocks.
Two weeks previously a suspicious vehicle had been seen at one of the stables
in Cowfold a silver Peugeot 405 with a part registration number K772 …

Pickup seen tonight SUNDAY, 31st October 2004, parked with lights out in
two different horse premises at Copsale and the back of Southwater. It has
been reported to the police.

you live where your tack is.

TRAILER THEFT
There has been a worrying increase in the theft of trailers from the Farm and Countryside Watch rural area. Fifteen trailers have been stolen within the last five weeks. The thefts have occurred overnight from farms and yards with Friday being the most popular day for the thefts to have occurred. Although spread across the area there have been hotspots along the A23 corridor. Members are requested to secure their trailers overnight in a place that is not in public view. Please don't forget that the Farm and Countryside Watch offers free Smartwater Security Marking of trailers.
