Crime Prevention/Reduction Initiative

Horse Trailer and Lorry Logo Scheme

Introduction

This is a crime reduction/prevention initiative from Hampshire Horsewatch and the Hampshire Constabulary Equine Liaison Officer Scheme.

The initiative involves the application of logos to the sides of horse trailers, lorries and vehicles.

The Hampshire Horsewatch and Equine Liaison Officer trailer/lorry logo scheme is a continuation of the overt marking theme which is encouraged.

Hampshire Horsewatch will manage the scheme, which is being kept very straight forward, easy to operate and implement.

History

The initiative is not a new idea but a variation to similar tried and tested concepts that have been introduced up and down the country usually involving motorcars. With the cars, small stickers are stuck inside the windows. The sticker will contain some useful information but most importantly it is designed to send out a message to the Police that the car owner is part of an anti theft scheme. The mechanics of the scheme is simple. The sticker sends out an implicit message that the car owner wishes the Police to stop the car if it is seen being driven during certain hours and in most cases there is a stipulation that the driver should be over a specified age e.g. 25 years.

Theft of horse trailers, in fact any trailer, is a certainty. Since 1999, to the present, approximately 1200 trailers have been recorded as being stolen. This equates to a total value of approximately £3,600,000. This is a conservative figure as it only relates to those trailers recorded with TrailerWatch UK. (www.trailerwatch.com). This is a shocking statistic. It is an unfortunate fact that this crime is very prevalent. Detection of offenders committing this crime is difficult because by the time the theft has been discovered and reported the thieves are gone and so is the trailer. The history of recovery of stolen trailers is also very poor.

Crime prevention devices can and do deter thieves. However, there will always be those occasions when the thief defeats the measures taken and removes the trailer. The unfortunate thing is that once the trailer/lorry is stolen and on the road no one will pay any attention to it let alone know that it is stolen.

The logos which measure 20cm in diameter (8 inches) are sourced from a reputable company that supplies the reflective stripes and livery for Hampshire Constabulary's police cars.

The logos adhesion means that they cannot to be easily removed.

As an additional crime prevention feature Hampshire Horsewatch will also provide smaller logos, measuring 70 mm (2.75 inches), which can be attached to the inside windows of the towing vehicle. The fact that the towing vehicle is displaying a logo as well as the trailer should offer a greater indication that trailer and towing vehicle are as one.

Ideally 3 trailer/lorry logos should be purchased, one for each side of the trailer/lorry and one for the rear. 3 logos will cost £10.50 inclusive of postage. For each combination of trailer/lorry logo purchased a free towing vehicle logo with be included.

You can buy as many trailer/lorry logos as you like.

As with the trailer/lorry logos, the towing vehicle logos will only be sold to Hampshire Horsewatch members.

Additional towing vehicle logos can be purchased at 50p.

Policing the Scheme

The equine community will be encouraged to take details of the trailer and towing vehicle that displays the logo and forwarded the information to Hampshire Horsewatch and Equine Liaison. This will also include the occupants of the towing vehicle. This may have some evidential value should it transpire the trailer/lorry has been stolen.

In the case of the Police Officers they will have the discretion to stop the towing vehicle and trailer/lorry to check the driver and passenger for ownership.

Display of the logo will be an indication of implicit consent for a police officer to stop the vehicle at any time regardless of who is driving. The stopping of the vehicles may seem to be an imposition but it must be remembered that thieves steal at any time of the day or night.

Instructions To Fix Hampshire Horsewatch Trailer/Lorry Logos

1. The surface on which the logo is to be fixed must be clean, dry and free of dust, oil etc

2. Decide exactly where you want to affix the logo, preferably choose a location that is high. This will prevent anyone attempting to obscure the logo

3. Having cleaned your chosen surface, you are now in a position to position your logo

4. Carefully remove the backing to the logo. Be careful not to touch the sticky surface or let it touch a surface

5. Consider again where you want to place your logo. Position your logo with care

6. Start at the top of the logo and commence a slow smoothing motion downwards. This is to remove the air from underneath the logo. You may wish to do this with a suitable plastic applicator or a soft cloth

7. In order to assist the smoothing process you may apply a fine spray of water onto the surface of the logo

8. Finished? Stand back and admire!!

Hampshire Horsewatch cannot accept any responsibility or liability for damage that may be caused in fixing or removing the logo. Such application and removal is done completely at the risk and discretion of the vehicle owner.
